Monthly Subscription NOT Allowed During Payment

I wanted to do a monthly subscription for some apps from the app store, for example this Payroll app, it reads from $5 per month, but when i added it to cart and and views the cart to proceed to payment, it is showing $60 annual.

Does this mean that we cannot do monthly subscription for an app at the moment?

Someone should please, tell me what to do, because, i have tried it severally, and it is not given the option to select how many months i am paying for?

I am waiting for direction on what next to do because i want to pay a monthly subscription for 2 apps pls
