On purchase orders can you have partial fulfillment ?

My suppliers extend an invoice for any partial deliveries and I want to keep track of all that is due to the supplier via the PO I generate.
On purchase orders - I see that you can convert a purchase order to a bill but can you convert for partial delivery or partial payment ?
