Purchase of App

I am attempting to buy the double entry app. However having completed Step 2 with my card details, I get the following error

492181:Operation not approved

Can you explain what I need to do to continue with my purchase?

I can confirm that no emails in spam. I am receiving ticket notificaiton emails only so far.

I have spoken to my bank and resolved the purchase issue. Just completed purchase of app successfully.

Yes it was due to international payment permission.

I needed to approve the card transaction.
