Sanity check of .env file during install/upgrade

I think a sanity check for the existence of .env or .env.example files in the root folder would be a good idea as part of an upgrade or installation (before and after). I have had multiple issues during installations and upgrades with either missing the .env* files or the permissions on it were wrong. The usual error I get during an installation is that it works.. except the database was not created. I am using Centos 7.

Just my 0.02 cents worth!
