Charsets display problem

When we use French as language, some problems occurred :

1. Many fields show directly in the name (placeholder) in each modules
2. Accents are not correctly displayed every time in each modules

Akaunting last version
Windows Server with IIS

Answer : I find this is a problem with mbstring configuration, I should have disabled mbstring.encoding_translation = Off

I search for the other problem if it's related

Answer : I removed the value "Entrez " from resources\lang\fr-FR\general.php
'enter' => ':field',
