Forbidden HTTP 403 on Wizard new company

Hey Guys.

I have create a personal rules for a company and also a new user. Whenever i try to access this new company with the new user, i get a HTTP 403 FORBIDDEN . "User does not have any of the necessary rights".

Wanted to know, what are the requested permissions for the Wizard page.

Anyone has a tip?
