Reached the maximum number of companies

I have installed on premise installation, and today I updated to 3.1.8 and now I cannot use application as it reports issue

"You have reached the maximum number of companies allowed for your plan. You can delete the unused ones or click here to review the plans and upgrade.
I've upgraded my plan, get the new plan. "

I have only one company created and used in the platform.

Some values were referenced to the test company IDs in some tables. I cleaned it , then cleared cache, and it is OK
