User Roles Not editable

I'm not sure if this is a bug, since i just created a new account and reading in the documentation there is supposed to be check boxes in the edit user page where you can change the role of the user. I created a new user and i seem to only be able to pick manager form the roles.

i realized it, sorry my bad the access to admin portal was disabled.
